NCR Minimum Wage: Three Wage Orders, One in Force

Never took effect: Status Quo Ante Order of July 24, 2026, then a TRO and a Writ of Preliminary Injunction (August 13, 2026) from RTC Pasig Branch 152, with related litigation before RTC Navotas Branch 287. Its second tranche (₱780/₱743 on January 20, 2027) is likewise suspended. NCR-28 re-grants the same ₱60 increase on the NCR-26 baseline through a fresh order approved on September 7, 2026. Its Section 7 makes it effective 15 days after publication, and DOLE announced September 26, 2026 as the start date (BusinessMirror, September 17, 2026, reporting DOLE's announcement). All-basic wage: the last separate COLA in NCR (₱10 under WO NCR-21, 2017) was integrated in WO NCR-22 (2018); every order since is 100% basic wage.

What the ₱60 NCR Wage Increase Means for Your Pay

For a worker on the NCR minimum (₱695.00 → ₱755.00 non-agriculture, ₱658.00 → ₱718.00 for the lower tier), the ₱60 a day adds up as follows. Monthly amounts use the DOLE factors explained below; your employer's factor decides which row is yours.

Daily to Monthly: The DOLE Factors

The Handbook on Workers' Statutory Monetary Benefits converts a daily rate to an estimated equivalent monthly rate with a factor that depends on which days you are paid for: 365 for monthly-paid employees (paid every day of the month), 395 for daily-paid workers who work every day including rest days and holidays, 313 for a six-day week with rest days unpaid but holidays paid, and 261 for a five-day week. Use 305 or 253 instead of 313 or 261 if the eight special non-working days are unpaid. NWPC uses 313 in its own press releases.

Who Is Covered, Who Is Exempt

  • Covered: All private-sector workers receiving the minimum wage, regardless of position, designation, status or method of payment (Handbook p. 6; WO NCR-28 Sec. 4).
  • BMBEs: Duly registered Barangay Micro Business Enterprises with a Certificate of Authority (RA 10644) are not covered by the minimum wage law; their workers keep SSS, PhilHealth and Pag-IBIG coverage.
  • Small retail/service: Retail/service establishments regularly employing not more than 10 workers, and establishments hit by calamities, may APPLY to the regional board within 75 days of the order's publication for a one-year exemption; it is not automatic. If denied, the increase is owed retroactively with 1% interest per month.
  • Kasambahay: Domestic workers are covered by RA 10361 (Batas Kasambahay) with separate MONTHLY minimum wages set by the regional boards, not by these daily orders.
  • Penalty: RA 8188 double indemnity: the unpaid difference is owed twice over, plus a fine of ₱25,000–₱100,000 and/or imprisonment.

It depends on how you are paid (DOLE Handbook on Workers' Statutory Monetary Benefits, 2024 edition). A daily-paid worker on a six-day week with paid holidays uses factor 313: ₱755.00 × 313 ÷ 12 = ₱19,692.92 a month. A monthly-paid employee, paid for every day of the month, uses factor 365: ₱22,964.58. A five-day week uses 261: ₱16,421.25. NWPC itself uses 313 in its press releases.

Cebu (Region VII, Wage Order ROVII-26): ₱540.00 a day in Class A — Metro Cebu cities plus Compostela, Consolacion, Cordova, Liloan, Minglanilla and San Fernando — and ₱500.00 elsewhere in the region, rising to ₱582.00 and ₱542.00 on October 14, 2026 under Wage Order ROVII-27 (published September 28, 2026). Which region has the lowest minimum wage?

BARMM, at ₱401.00 a day for agriculture outside the cities under Wage Order BARMM-05 (₱436.00 non-agriculture in Cotabato, Lamitan and Marawi); its second tranche raises these to ₱426.00 and ₱461.00 on December 1, 2026. The lowest single-rate regions are MIMAROPA and Bicol at ₱455.00; Bicol rises to ₱480.00 on December 1, 2026. The highest in force is NCR at ₱755.00.
