How to Get a TIN Number (BIR) in 2026
Since 2025 the BIR issues TINs through ORUS, its Online Registration and Update System. Employees are registered by their employer through the ORUS Employer Service Link: you get a link, create an account, upload one government ID and a selfie, and the TIN is approved in about three days (BIR Form 1902; walk-in at your RDO is the fallback). Self-employed people and professionals register themselves in ORUS before starting business (Form 1901) and pay ₱30 documentary stamp tax for the electronic Certificate of Registration. One-time taxpayers and people who need a TIN for a government transaction use Form 1904. The TIN, the first paper TIN card and the Digital TIN ID are free — and you may have only one TIN.

Employees: Step by Step Through ORUS
- Your employer creates an ORUS account at orus.bir.gov.ph and enrols in the Employer Service Link. BIR's registration requirements (rev. July 2025): "Application for TIN of employees (already hired) is thru his/her employer via Online Registration and Update System (ORUS)."
- The employer registers you; you receive a link from ORUS, create your account and enter your personal information.
- Upload a scan of one government-issued ID showing your name, address and birth date (PhilID, driver's license, UMID, passport, voter's ID, postal ID, PRC ID, OWWA ID; add proof of residence if the ID has no address), a selfie holding the ID, and your marriage contract if you are a married woman. Foreign nationals add the passport bio page with entry stamps.
- Submit. "The system checks for existing records. If potential duplicates are detected, the application is forwarded to the Revenue District Office (RDO) for evaluation … Otherwise, their application is automatically approved by the system."
- You get an email on the status and see your TIN by logging in to ORUS. Total processing time in the 2026 Citizen's Charter: 3 days.
- Register within 10 days from your date of employment. If ORUS is down, the employer may file Form 1902 for you at the RDO with a letter of authority, IDs and the printed ORUS error message.
Self-Employed and Professionals: Form 1901 in ORUS
- Create an ORUS account and complete the online registration form; upload your government ID (PRC ID plus proof of address for regulated professions), and either a final sample of your own invoice or proof of buying BIR-printed invoices.
- Add what applies: DTI business-name certificate, work visa, service contract with a government office, franchise papers, BMBE certificate, BOI/PEZA registration.
- After the RDO's evaluation, pay ₱30 loose documentary stamp tax online and print your electronic Certificate of Registration; comply with invoicing rules (BIR-printed invoices or an Authority to Print).

Fees, TIN Card and Digital TIN ID
- TIN issuance: free for employees, self-employed and E.O. 98 registrants (2026 Citizen's Charter).
- Paper TIN card: first card free; ₱100 replacement for a lost or damaged card (Form 1905, 1×1 photo, ID, personal appearance mandatory).
- Digital TIN ID: free in ORUS for anyone with a TIN — photo rules: recent, white background, front-facing, both ears visible, no sunglasses or mask; misrepresentation is penalised under Sec. 255 of the Tax Code. Verified by scanning its QR code in ORUS; since April 24, 2026 also issued through the eGovPH app (RMC 34-2026), and both are valid government IDs.
- BIR warns against paying "TIN ID assistance" sellers online — "FAKE TIN Card shall be confiscated".
One TIN Only, and How to Verify Yours
- Sec. 236(J), Tax Code: "Any person who shall secure more than one Taxpayer Identification Number shall be criminally liable under the provision of Section 275" — a fine of not more than ₱1,000 or imprisonment of not more than six months, or both.
- Verify: the BIR Mobile TIN Verifier App (App Store / Google Play, RMC 13-2021) gives a real-time answer from your RDO; any RDO can verify over the counter with a valid ID; a Digital TIN ID's QR code can be scanned in ORUS.
- Your TIN is permanent. Changing employer, address or civil status is an update (Form 1905 / ORUS), never a new TIN.

Is a TIN or a TIN ID free?
Yes. The 2026 Citizen's Charter lists "None" as the fee for TIN issuance to employees, self-employed applicants and E.O. 98 registrants. The first paper TIN card is free (₱100 to replace a lost or damaged one, personal appearance mandatory), and BIR says "The Digital TIN ID is FREE and not for sale." BIR warns that online sellers of "TIN ID assistance" risk giving you an invalid or fake TIN; fake TIN cards are confiscated.
How do I get the Digital TIN ID?
Enrol an account in ORUS (your email must match the one on file with your RDO — update it with Form S1905 if not), then apply for the Digital TIN ID with a recent 1×1 photo on a white background, front-facing, ears visible, no sunglasses or mask. Anyone with an existing TIN can get it, with or without a physical card, and it is accepted as a valid government ID (RMC 120-2023). Since April 24, 2026 it is also available in the DICT eGovPH app's Mobile ID Wallet (RMC 34-2026); both versions are recognised.
Can I have two TINs?
No. Section 236(J) of the Tax Code: "Any person who shall secure more than one Taxpayer Identification Number shall be criminally liable under the provision of Section 275" — a fine of up to ₱1,000 and/or imprisonment of up to six months. If you think you already have a TIN, verify it before applying; BIR will not issue a second one.
